Symptoms
Customer reports that prod.dat and loc.dat have incorrect interface format due to the special characters like Á, Ñ, Ó, etc. Customer is providing UTF-8 encoded files to interutil. However, interutil must be reading them as ascii. RPAS works in UTF-8 in order to deal with multi-byte characters. Furthermore, we state that AIP is Internationalized per Chapter 20 of Implementation Guide.
