Permissioning Center Do Not Save Permissions

Symptoms

On : 7.5.0.17.0 version, Permission Center Manager

ACTUAL BEHAVIOR

The user is facing an issue when trying to assign some users to their roles on Permissioning Center. There are a few user_IDs having this issue, not all user_IDs have this issue.

First the user has removed an user_ID from "BRM - Customer Center read only" role, and then tried to assign to "BRM - Customer Center - Full" role. When assigning the ID to the new role, the permission is not saved, and user_ID could not be used to log into customer center. 

The user_ID had access to the customer center and other client tools without any problem before, but now user is facing the issue.
 
Permissioning center version information:
  Version: 23.25-b01
  BRM Version: 7.5PS17
  Release info: 2016-12-07 .0916

EXPECTED BEHAVIOR
-----------------------
The user_ID should be able to log into customer center.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Remove user_ID  from "BRM - Customer Center read only" role, and then reassign to "BRM - Customer Center - Full" role
  2. Save the scenario
  3. Sign into Customer Center and get pop-up error "You do not have permission for this tool"
