Data Steward Dashboard Not Working As Expected, Item Report Shows With Item Location Marked as Incomplete

Data Steward Dashboard is not displaying results as expected.
Data Setup and requirements are as follows:
RMS_OI_SYSTEM_OPTIONS.DS_SHOW_INCOMP_ITEM_LOC = R
RMS_OI_SYSTEM_OPTIONS.DS_SHOW_INCOMP_ITEM_UDA = R
Overried UDA to be Not Required for some departments.
Lets say DEPT 604 is to be overridden for UDA's.
RMS_OI_DEPT_OPTIONS.DS_SHOW_INCOMP_ITEM_UDA = N for DEPT <DEPT>.
RMS_OI_DEPT_OPTIONS.DS_SHOW_INCOMP_ITEM_LOC = NULL for DEPT <DEPT>.
Steps To Recreate:
1.Create an Item, associate one or more locations to the item and approve the item.
2. The item shows up in the Data Steward Incomplete Item Report with Item Location marked as incomplete even though Locations are associated to the item.
Note: If you switch the values for RMS_OI_DEPT_OPTIONS.DS_SHOW_INCOMP_ITEM_UDA = N for DEPT <DEPT> to RMS_OI_DEPT_OPTIONS.DS_SHOW_INCOMP_ITEM_UDA = R for DEPT 604 the Dashboard shows Item Location as completed.
