Call to CTA WS Resulting in Error "Target not found for configuration item"

Customer using CTO WS & getting following error when retrieving the Configuration Item:
Target not found for configuration item [Resource_Assignable_CI] and action [CTA_ACTION] at [CI_PATH]
- Resource_Assignable_CI is the resource assignable to the Service Configuration Item
- CTA_ACTION is the name of Technical Action defined in Technical Action (TA) Metadata file.
- CI_PATH is the path defined in the TA Metadata file, it eventually refers to the path of Configuration Item in Service Configuration Specification.
For ex: Target not found for configuration item [POTS_Account(99999999006247366)] and action [AlterPOTS_Account] at [/root/after/POTS_Account/ActivationTarget]
