Data Steward Dashboard Throws "Invalid Item" Error When Trying to Launch Reference Item (Doc ID 2348427.1)

The Data Steward (DS) Dashboard throws errors when trying to launch Reference Item 

"Some error has occurred. Error received is : null. Please contact System Administrator"
"Invalid item."

Steps to Reproduce
The issue can be reproduced at will with the following steps:

1. Create a Level 1 and Level 2 Item.
2. Do NOT create Level 3 item in Item Create process via RMS front end.
3. Launched the DS Dashboard.
4. Click on the Reference Item ,that is not filled out.
5. Notice the errors "Some error has occurred.. Contact your system administrator" and "Invalid item".
