Unable To Connect Primavera Gateway in the Oracle Cloud to P6 On Premise

Information in this document applies to any platform.
When attempting to connect P6 On-Premise to Gateway in the Cloud, the following error occurs.
From P6 Application Settings -> Gateway when testing the connection:
Could not connect to the server. Please check the entered URL or the Gateway Server
From Gateway when testing the P6 Provider:
