Not Able to View the Adjustment Details (Doc ID 2348860.1)

Symptoms

On : 7.5.0.19.0 version, Customer Center

In Customer Center, when the permission (/accounttool/araccess) to access account receivables was set to read-only, the customer service representative (CSR) was not able to view the adjustment details from the bill generated. However, the same can be viewed with READ_WRITE permission set for the CSR.

Expected Behavior: Link opens and adjustment details displayed
Actual Behavior: Link not opening

Steps To Reproduce :
1. CSR user is created with (/accounttool/araccess) read-only access
2. Login to Customer Center (Standalone/Webbased Customer Center) with the login as CSR
3. Click on adjustment link from Bill for any of the accounts that are billed
    Actions -> Bill Adjustments.
