ALM Process Fails in New Instance With java/lang/OutOfMemoryError Errors in JavaCore Logs

Oracle Financial Services Asset Liability Management (ALM)
On ALM 22.214.171.124.18 in a newly installed and migrated instance on IBM AIX, there are some ALM processes that fail after two minutes without any error even though they are successful on the source instance.
The two environments have the same hardware resources and same operating system parameters. The following errors are found in the javacore dump files:
Dump Event "systhrow" (00040000) Detail "java/lang/OutOfMemoryError" "Failed to create a thread: retVal -1073741830, errno 11" received
The ALM debug log files do not show any errors but do end abruptly.
The issue can be reproduced at will with the following steps:
1. Install OFSAA and upgrade to ALM 126.96.36.199.18
2. Migrate rules and data from UAT to Production.
3. Run ALM processes.
