User Is Unable To Allocate Custom Duties While Performing Transportation due to Duplicate Records in Transportation Table (Doc ID 2349547.1)

When user is finalizing the transportation during the customs entry, TRANSPORTATION table is recorded with duplicate records. Because of this user is unable to allocate custom duties.

Step to Reproduce:
1. Create 3 items with valid Harmonized Tariff Schedule(HTS) code and with expenses and duties as well.
2. Create Purchase Order (PO) for the above items (out of 3 items, 2 items are coming in first shipment and remaining item in second shipment).
3. Create the transportation based on the shipment i.e for the first shipment create one vessel and voyage information for the first two items by deleting the 3rd item.
4. Create another transportation vessel and voyage for the remaining 3rd item and finalize both transportation records.

Issue 1: Duplicate records are recorded in TRANSPORTATION Table.

Issue 2: Estimated Depart Date LOV (List of Values) is showing more values instead of one value per order no/vessel/voyage in PO Level Transportation Window.
