Is it Normal for Discount Calculation to be Applied on Custom or Non-currency Resources

Goal
The goal of this knowledge article is to clarify if the behavior that custom resources are considered for discount is intentional or is it a bug.
Scenario:
During upgrade of BRM to PatchSet 18, one has noticed a different behavior than that was in PatchSet 7.
Discounts that have no conditions on resource id in IFW_DISCOUNTDETAIL have been applied on each of the resource ids created under the account's products.
Before upgrade, if in IFW_DISCOUNTDETAIL resource has been set as ".*" discount considers only currency resources below 1000.
Question:
Is this behavior, that discount also considers custom resources is intentional or is it a bug ?
