Project EDD Classic Constrained Plan Is Creating Early Planned Orders for Supply Pegging To Future Demands (Doc ID 2349692.1)

On : 12.2.4 version, Constrained planning

Users are on 12.2.4 and have applied VCP Cum Patch - 19549533 - They are using 64 bit Sun MBP version MSONWS64.ppc 120.26.12020000.12.1220401.6 from one off patch 22823419. They are running an EDD Classic Constrained plan with 56 days/44 weeks/0 periods. All 56 days are minutes buckets. Reservation and Hard Pegging Level are both set to Project - no decision rules. They are seeing an issue where many planned orders are created on the anchor date of the plan and peg to future demands. Example data:

Item = ZP24K5E-PFV-130
Org = FLR:P09
PTF days = 33
PTF date = 05-MAR-2018
Plan anchor date = 10-JAN-2018
There's a bunch of planned orders due 10-JAN-2018 way inside the PTF and there's no demand to satisfy until 15-JAN-2018 and up and it shows PAB way above SS.

Expect planned orders to be created to meet demand on proper due dates not built ahead early

The issue can be reproduced at will with the following steps:
1. Run EDD Classic Constrained plan
2. Review supply demand in the ASCP workbench
3. Find for some items/orgs they see early planned orders pegged to future demands
