Not Approving Promotions for Future When the Same Item-loc Are on Active Exclusion (Doc ID 2349764.1)

Conflict check Rule #6 (merge conflict check rules) is not respecting the dates on a promotion being approved when there is an active exclusion for the same item-loc.
As a result business is not able to approve the promotion until the end date of the exclusion.
This is especially an issue with the frequent back to back promotions.

Also, even creating a new promo starting in a week after the end date of the exclusion gets the same error.

Example Steps:
1. Enter a promo effv 10/24 - 10/31 for dept 7001 class 1 - approve.
2. Edit same promotion and add a new component - promo exclusion for a style/color within the dept 7001 and class 1 - same dates 10/24 - 10/31.
(Uses Change Type = Exclude for the new component. Not using Item Exception and Exclusion option.)
3. Enter a promo effv 11/1 - 11/4 for dept 7001 class 1 - but, when trying to approve, get the error.
