Why Is 'Update Dates' Active in Timesheets When Option 'Primary Resource Can Mark Activities as Completed' Is Not Checked?

On : 16.2.10.0 version, P6 Web Application

ACTUAL BEHAVIOR
---------------

The Primary Resource timesheet user is allowed to select the 'Update Dates' option and apply an Actual Finish date even when option 'Primary resource can mark activities as completed' is not checked.

EXPECTED BEHAVIOR
-----------------------
When timesheets option 'Primary resource can mark activities as completed' is not checked prevent the Primary Resource timesheet user from completing activities  by applying an Actual Finish dates using 'Update Dates' option.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Uncheck Project Preferences option 'Primary resource can mark activities as completed'
  2. Open timeheet, add an activity
  3. Select Update Dates
  4. Update Actual Finish date
  5. Save and Submit timesheet
  6. Apply Actuals
  7. Result: Actual Finish date applied even though timesheet has not been approved

    BUSINESS IMPACT
    -----------------------
    The issue has the following business impact:
    Due to this issue, users cannot restrict primary resource from completing activities.

Changes

Timesheet's Actual Finish date approval functionality was removed from P6 Professional in v8.0, including the Status tab 'For Review' field.
