New P6rdb Deployment Fails To Start Gives Java.lang.ClassNotFoundException: Oracle.pgbu.analytics.etl.EtlP Error

Symptoms

When attempting to start the P6RDB deployment in WebLogic, the following error occurs:

ERROR

java.lang.ClassNotFoundException: oracle.pgbu.analytics.etl.EtlPropertiesServlet

From the admin logs, following error was thrown:

STEPS

The issue can be reproduced at will with the following steps:
    1. Login to WebLogic console.
    2. Go to Deployment option from left hand menu.
    3. Select P6RDB deployment and click on Start button.
    4. Notice error.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot successfully start P6RDB deployment.
