Timestamp of ECO Implementation VS Timestamp of Collected BOM Components (Doc ID 2351167.1)

Symptoms

In a VCP 12.1.3 Environment:
There is a situation where an ECO is created to remove a couple of components from a BOM. The ECO has a timestamp of 14:30.
Then, re-ran the ASCP plan (data collection + launch plan) to see the implications of the change.
The 2 components still show up in the ASCP plan, even though they had been removed from the BOM.
All of the timestamps shown in ASCP are 00:00:00.
As a result, need to wait until the following day to re-run the ASCP plan.  Then, the components should disappear as supply suggestions.

The following summarizes the issue:

Unable to run data collection and an ASCP plan on the same day that an ECO is implemented.  Otherwise, will see an incorrect result (including disabled components).
