Open API Issue - GetItemListByQuery Crash (Doc ID 2351363.1)

Symptoms

When attempting to use getItemListByQuery in a program, receive an error and program fails.

A utility calls the OPPM API to get a list of all projects in the system - but is failing with a message "There is an error in XML document (1, 1063522)"

Looking at the stack trace the error is within the API (or code called by it).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use custom utility to call the OPPM API for a list of all projects
2. the call is failing with a message "There is an error in XML document

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use custom utility to call OPPM API
