Jumpers cannot be successfully added between two devices not on the same coordinate system
For example, users are attempting to place a point-to-point jumper between two substation maps in two different viewers. These two substations are each on different coordinate systems, and the effort appears to be successful, but no jumper actually appears.
It is expected that the application would prevent the users from being able to do this operation across different viewers and coordinate systems.
