OPM Resource Requirements For Same Resource In Back To Back Operations Are Scheduled Days/Weeks Apart

Symptoms

On : 12.2.5 version, Constrained planning in All instances

Users are on 12.2.5 and have applied patch 22493520 Mandatory 12.2.5 VCP Consolidated Patch 2 for R12.SCP_PF.C.Delta.6 - They have MBP version MSONWL64.ppc 120.15.12020000.42.1220500.76 from one off patch 26694720 which is cum patch 12 on 12.2.5. They are running an ECC Classic Constrained Plan but are not enabling sequence dependent setups. However they do have Setup and Run time for the same resource in their OPM routings. The problem they're running into are large gaps between the setup and run operation for the same resource. Example data

The issue is why such a big 14 day gap between the two operations

The activities are setup as follows

Res = SHEDL Proc Qty = 1440.02304 Useage = 0.7 HR

Activity = FIL shows Throughput
Res = SHE581 Proc Qty = 599.98800 Useage = 1.0 HR

Horizontal Resource Plan for
Resource = SHE581
Org = 700
Shows the resource is at 100% capacity from the beginning of Feb 2018 out to 26-FEB-2018

Res = SHEDL Proc Qty = 599.98800 Useage = 1.0 HR

They've been trying to set profile MSO: Additional Demand Slices for Shared Supply Rescheduling =-1 and 40 and sometimes it helps and sometimes not

EXPECTED BEHAVIOR

Expect the operations to be performed one right after the other instead of many days gap between the resources

The issue can be reproduced at will with the following steps:
1. Setup Step depenedencies in OPM
2. Run collections and ASCP ECC Classic Constrained plan
3. Review resource planning and see many days gaps between resource operations for the same resource
