How Does Setting In_Use to 'N' Affect SCP Parameter 'mm_allow_distrib'?

When system control parameter (SCP) mm_allow_distrib is set to 'Y', user can distribute items from locations marked for cycle count and then system allows to pick for the items under said mark location and vice-versa. On the SCP table is another field, named IN_USE which can be set to 'Y' or 'N'. By default, it is set to 'Y' for seeded parameters.
What is the implication of setting the value of IN_USE to 'N' for SCP mm_allow_distrib?
