Rapid Planning Resource Plan Shows 0 Hours For Required Capacity - Data Comes From Legacy Data Collections

Symptoms

On :  12.2.5 version, Planning Engine in TEST:

Users are on 12.2.5 and have applied patch 22493520 Mandatory 12.2.5 VCP Consolidated Patch 2 for R12.SCP_PF.C.Delta.6

They are having an issue with both constrained and unconstrained RP plans where the Resource Plan is NOT populated with Required Capacity even though there's data in the Resource Requirements view for the wip job/resources.  Please note the job is not cancelled.

Users are in RP Supply Demand querying using data which comes from Legacy data collections instance - example data
Item = PM38018-002
Org = LEG:111
Dept = S - Dept id = 10953
Resource = 21120_S Res id = 11058

They select work order = 5682830.WO in the Supplies/Demands tab and the work order has start and due date = 19-JAN-2018 - they go to the Resource Requirements tab and for Dept = S and Resource = 21120_S they see Adjusted Resource Hours = 3.05.  However when they go into the Resource Plan for this resource they see the Available Capacity = 19 hrs per day but on 09-JAN-2018 bucket there is no required Capacity.  Expected to see at least 3 hours based on the 3.05 hours shown in the Resource Requirements tab from earlier

Customer update:  Our conclusion is that there is something wrong with the data loaded by Legacy collection.  Our question is “What data problem could cause the resource requirements to show up in the Resource Requirements tab but
not in the Resource Plan tab?

When comparing a job on Vision instance which works on same code line vs Legacy support found the following

In table msc_resource_requirements they noticed the following in Vision instance (works) vs Legacy instance (does not work)

Findings:

A.  Vision populated routing_sequence_id for both rows, Legacy did not (ie both were NULL) - I do see routing_sequence_id in table msc_operation_resources for Legacy
B.  Resource hours in Visions 2 rows both are the same = 4.2.  However in Legacy one has resource hours = 3.05 and the other is 0
C.  Daily resource hours in Vision both rows = 4.2 - In Legacy they are both 0
D. orig resource seq num in Vision both = 10.  In Legacy they are both Null - in table msc_operation_resources I do see resource_seq_num = 10 for all rows for this resource for Legacy
E. in the quantity columns Vision shows 4200 for both rows in quantity in queue.  All the qty columns are 0 for Legacy.  This may not mean anything though
F. unadjusted resource hours Vision shows 4.2 for both rows.  Legacy shows one row with 3.05 and the other = 0
G. touch time Vision shows 4.2 for both rows.  Legacy shows one row with 3.05 and the other = 0
 

EXPECTED BEHAVIOR

Expect Required Resource Hours to populate in Required Capacity in the Horizontal Resource Plan

STEPS

The issue can be reproduced at will with the following steps:
1. Collect Data via Legacy Collections
2. Run RP Plan
3. Plan output shows Resource Requirements as expected but no Required Capacity in Resource Plan
