Switching steps getting incorrectly flagged for model changes.
You recently started to get many more switch plan steps that are flagged for model changes when there really have not been any changes that affect the devices. You had this issue a while back and it was fixed at one point. Looking into this you found that the data for the device in the mb file was the same in current and previous mb files, but the device had new birth information in the network_components. Looking at the 2 versions of the mp files, you found that the 2 cables that are attached to the device are in a different order in the 2 mp files which causes the A/B ports to be swapped during the model build. If the ESRI extractor would sort the objects in the mp file, this would not be an issue because they would always be in the same order.
