 On and up VCP Concurrent Request Performance Issues In Any Instance

Users sometimes experience sudden significant changes in VCP concurrent request times causing potential performance impact issues for no known reason (eg Data Collections, Plan Runs, Data Loads, etc.,...).  The concurrent requests have been running in expected time for months and/or years.  There are no known significant changes to data (eg no new organizations added, no profiles changed, no new significant additions to item or demand data, no change in concurrent request parameters or setup that might affect same like plan options, etc.,...), no patches applied, no upgrade of Oracle Applications, no upgrade to Oracle RDBMS, etc.,...  Gather schema statistics has no effect in resolving the issue
