Goal

In Argus 8.1.1

As per the E2B guidelines -
For A.2.1.3[REPORTERCOUNTRY] = SPAIN, A.2.1.2e[REPORTERSTATE] must be entered in the form of numeric value 01..19.
This means that user is expected to enter anything between 01 to 19 in the state field.
