User Is Able to Add Document on Rejected Idea in Instantis EnterpriseTrack

Symptoms

ACTUAL BEHAVIOR
---------------
Demand (Idea) Submitter has the option to Create new Documents on Rejected Demands (Ideas).

EXPECTED BEHAVIOR
-----------------------
Idea Submitter should not be able to Edit the Rejected Demand (Idea) until it is Reopened.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into Instantis EnterpriseTrack as the Demand (Idea) Submitter
  2. Navigate to the Demands (Ideas) Listing page
  3. Change the Search Filter to include Rejected Demands (Ideas)
  4. Select the Rejected Demand (Idea)
  5. Click the Demand (Idea) Navigation Menu at the top of the page
    1. Hover over the Create option and select the Document option from the new menu
  6. Fill out the Required information and click Save
  7. Document is added to the Demand (Idea)

Due to this issue, users can adjust Rejected Demands (Ideas) by adding Documentation to them
