Unable to Load Reference Sheet Lines Using The "Reference Sheet Line BATCH Request" Warning: Activity REFSHEETLINE_IMPORT.Global with ID 25008159 is already in an end state; terminating (Doc ID 2353185.1)

Symptoms

Cannot load Reference Sheet Lines in Bulk through an IP. The Reference Sheet Lines is based on a Dynamic Record and it is set up using xml as per the guide that deals with Batch requests (see  Guide-snippet.jpg). It was sent via SoapUI and activity is executed in OHI's Global Activities. The activity on OHI shows complete but the records did not load. This works using a PUT (individual records requests) but not the BATCH request.
 
Warning in the log file:

The issue can be reproduced at will with the following steps:
1) Create a Reference sheet based on a Dynamic
2) Record (see sample of record attached) then create an xml and send in  the lines using the Reference Sheet Line integration point.
