Language Translation Template Contains Inconsistent Values In Base Language Drop-Down Field

Symptoms
When language template is downloaded, it can be noticed that base language column in Language_translation tab does contain inconsistent values which are not available in the base language drop down list.
Steps To Reproduce:
- Login to RMS
- Go to Foundation Data > Data Loading > Download
- Download language template. Administration/Languages
- Open language translation tab
- Notice the number values in base language drop-down field. The description is replaced by numbers in drop-down list.
