CCB  2.5.0.2.0 / FW 4.3.0.2 version

Unable to add contact preference on account

When we click on the the button Add Contact Preference button it opens an UI where Delivery Types and person contact are mandatory , but the UI doesn'r build the drop down list it's blank ,so we are unable to add the Contact Preference.
