CDI Does Not List Activities Within Dispatcher's Data Scope Upon Initial Load

Symptoms

Activity Search zone in CDI portal has the Default Search By criteria upon initial load. But the activities are only shown when Refresh or Search button is clicked.

Based on Default Query Zone (M1-CDIACTYQD), should be able to show activities for given User ID and Language Code which should be available upon initial load so there shouldn't be a need to click Refresh or Search button. This should also retain the list of activities when navigating back to CDI from different page.
