Symptoms

MWM Scheduler is not dispatching orders after scheduler job restart

We are restarting Scheduler job every week as part of a maintenance cycle (restart thread pool worker and then rerun the job again). After this process, scheduler dispatches orders properly.  Recently, scheduler is not dispatching orders after scheduler job rerun (with this process) and no errors are seen in the batch/scheduler log files. As a workaround we are following below approach:
1. Shut down the scheduler in MWM application (Admin Menu -> S -> Scheduler).
2. Restart thread pool worker from control-m
3. Run Scheduler job from control-m
4. Boot the scheduler in MWM application (Admin Menu -> S -> Scheduler).

With this process, it dispatched orders properly.

What is causing issue and which process we need to follow.
