SONET Circuit Equipment Assignment Reconciliation issue

When an equipment is un-associated and then re-associated with a network element in SONET Network System, reconciliation on the circuits under the equipments is not carried out by MSS.

On the DLR of the associated circuits:

1-PRIOR equipment & network element un-association.

              The NE details are  reflected in the MISC Column.

2-POST equipment & network element un-association(Recon triggers and as a result...)

             The NE details are  wiped off from the the MISC Column where they were getting reflected earlier . 

3-POST equipment & network element re-association.

            The NE details are still missing from the MISC Column as the recon doesn't trigger to take into account the re-association of the NE and Equipment.

Reconcile should trigger on re-association.

The issue can be reproduced at will with the following steps:
1. Unassociate/Delete the Equipment from the NE and  the Recon triggers for the circuits.
2. Re-associate the Equipment to the NEs again and Recon doesn't trigger .


The issue has the following business impact:
