AIP Reconciliation Logic Allocating Stock Incorrectly (Doc ID 2355164.1)

ShortFall Reconciliation does not appear to be working correctly.  Customer has a shortage at warehouse. They have NOT defined any super high, high or normal stores, thus, every store is treated equally as it comes to watershed algorithm.

We see that in the Matrix and Watershed calc the need ratio is rounding a store'sneed up to a full pack since that's what it will ultimately get and then dividing by 'boundary' (MSS).

For example: MSS    Store NI       Need    Rounded Need   Need Ratio

Store A:       1.07       0               1.07           2                2/1.07

Store B:         .11       0               .11            1                 1/.11

Store B actually has smaller need but the need ratio is MUCH larger because of rounding and will get prioritized first over store A.    This is incorrect.
