Pin_Recover -rfr Mode Is Not Making Result=0 In Charge Event

Symptoms

On : 7.5.0.15.0 version, Subscription Management

ACTUAL BEHAVIOR
---------------
On BDOM, charge is generated for an account
Making payment processes to checkpoint the payment transaction in BRM
Running pin_recover -rfr (pin_recover -rfr -pay_type 10003 -vendor fusa -verbose)



The issue can be reproduced at will with the following steps:

1.Create Customer with Credit Card as payment Method and run billing
    Payment will be successful.
2.Move to next BDOM and run billing
   Charge will be created
   Payment request will go to payment processor (e.g PaymenTech)
3.But, BRM will not receive any response due to some issue in Payment processor side.
4.Run pin_recover -rfr (pin_recover -rfr -pay_type 10003 -vendor fusa -verbose)
