P6 Appears to 'Hang' at Login and Takes Many Minutes to Load Completely

Symptoms

ACTUAL BEHAVIOR

When a user logs in to P6 Professional, the application appears to hang; if left for many minutes the application eventually loads.  In a multi-user environment with a shared database, other users are able to login to P6 Professional with no delays.

EXPECTED BEHAVIOR

After the user logs in, P6 should load and display the application window within a few seconds.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:

  1. Launch P6.
  2. Enter the login credentials and click OK.
  3. View the reported behavior.
