Newly Created Attribute Cannot Be Applied On Item And Location Attributes Screens (Doc ID 2356181.1)

Newly created attributes are not showing on the proper screen hence they are not assignable to items and locations.

Steps To Recreate:
1. Create an Attribute Type with the Match operation checked. Create an Attribute under this type.
2. Try to assign this attribute to a location (Setup - Location -> Location Attribute Editor) and an item (Setup - Item -> item Attribute Editor) by clicking the Create Record link.
    Notice the LOV returned list doesn't include your newly created Attribute).
