Prorated Stop Start Read Not Being Created When Stop/Start Date Is Within 5 Days After The Last Read (Doc ID 2356249.1)

Symptoms

Get Scalar Usage Rule is not using the Usage Subscription or Service Point override start date/time if it is earlier than the Usage Transaction period start date/time and causes a measurement not found on start date/time error.

Steps to Reproduce

  1. Create Device, Device Configuration, and Scalar Measuring Component.
  2. Create a Service Point and install the meter created in previous step.
  3. Create measurements on the Measuring Component for a specific period. For example, 2017-12-03 12:00:07 PM, 2017-12-08 12:00:07 PM, 2017-12-14 12:00:00 AM
  4. Create a Usage Group and add the Get Scalar Usage Rule.
  5. Create a usage Subscription with the following:
    1. Service Points:
      1. Start Date/Time: 2017-12-05 12:00:00 AM
      2. Override Start Date/Time: 2017-12-03 12:00:07 PM
  6. Create a usage Transaction
    1. Scalar Measuring Component:
      1. Start Date/Time: 2017-12-06 02:00:00 AM
      2. End Date/Time -- From: 2017-12-14 12:00:00 AM
      3. End Date/Time -- To: 2017-12-14 11:59:59 PM
  7. Usage Transaction created in Issue Detected state with the error message, "Measurement not found for Measuring Component <MC ID> and Date/Time 2017-12-06 02:00:00 AM".
