Item Purge Not Happening Using Partition_utils (Doc ID 2356662.1)

Symptoms

The user is not able to purge items using partition_utils

- ITEM_PURGE_CONTROL function the customerdefined the logic to select the items they need to have purged.
- Items to be purged and since it is above the threshold (MAX_DEL_REC ), it has to do PARTITION_EXCHANGE.
- Items to be purged are inserted into the backup table but it is not getting purged from the item_t
