Pr23505502_migration.ces Causing Error During Ces_setup when Trying to Apply Powerflow Tables. (Doc ID 2357312.1)

Symptoms

On : 2.3.0.1.0 version, Installation

pr23505502_migration.ces "Normalized the NMS database schema so that additional licenses do not create new tables. This is important so that potential installations of Golden Gate do not fail due to changed database schema"
The OMS config is not licensed for powerflow and did not have existing tables. Therefore,  it tries to create applicable tables but gets and error.

Error during ces_setup:
Product powerflow is not licensed.
Running offline script for powerflow because it is not yet licensed and none of its tables already exist.
Migrations produced error:/users/nms/nms/product/2.3.0.1/bin/ces_powerflow.ces - unsupported option "-offline_flag". Ignoring.

view "OMS.PF_SOLUTION_TAP_MOVES_VIEW" has errors



It had failed to populate the view PF_SOLUTION_TAP_MOVES table before applying the PF_SOLUTION_TAP_MOVES_VIEW.
Looking at the steps I noticed the product_retain_powerflow.sql (which has the table creation) had not run as the "-offline_flag" was ignored.
