Purchase Order (PO) Custom Flex Attribute (CFA) Screen Does Not Launch

Symptoms

The screen that allows the users to see the Custom Flex Attribute Setup (CFAS) for Purchase Orders (POs) does not launch in View mode, or if the user has only RMS_PURCHASE_ORDER_INQUIRY_DUTY duty (and not MGMT duty) assigned.


Steps to Reproduce
-----------------------
1. Launch RMS UI.
2. Login to RMS.
3. Navigate to Task->Order->Manage Order.
4. Search Order that has a CFA defined.
5. Click View button, the Order page will open.
6. Navigate to More Actions->Other Attributes->PO CFA Group Set.
