Weblogic And Database Parameter For CCB

Goal
Need a specific help for our Customer Care and Billing (CCB) environment and its database. Question is specific to CCB :
1- Our weblogic logs ($SPLEBASE/logs/system/weblogic.log) do not get recycle automatically. We know it is configurable in CCB where this logfile is archived to $SPLEBASE/logs/backup but that is not happening in our case. We want that whenever we bounce the CCB application (or when the size of weblogic.current.log is crossing a threashold size say 500 MB) then the weblogic.current.log should be archived to $SPLEBASE/logs/backup/ and a new logfile should be created automatically. Please suggest what change is needed to do this.
2- We are currently on CCB 2.3 version. We are not finding the database admin guide for this version on metalink. Basically we want to know the recommended database parameter value for this CCB version. (specially cursor parameters like open_cursor, session_cached_cursor and db_file_multi_block_readcount). We know Oracle has some recommended values for many database parameters (including the above parameters) and those recommendations may be CCB version specific. So please provide is that guide / document for our CCB version which tell is about these requested database parameter values.
