ACTUAL BEHAVIOR

It appears that the IF attribute is not working within the element of the WriteDefaultAllocation attached Business Rule.

EXPECTED BEHAVIOR
-----------------------
Based on the documentation provided in the XML Configuration Guide, the IF attribute should work when included in either the element of the WriteDefaultAllocation attached Business Rule or in the main element.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Configure the WriteDefaultAllocation BR with an IF condition within one or more of the elements. The code will ignore it.

The issue has the following business impact:
The issue restricts the situations in which Default allocations can be contingently written in an activity.
