RTM_UNIT_OPTIONS.HTS_TRACKING_LEVEL Has Value Of "S" In The Database, However System Option Screen Shows The Value as Null.

Symptoms

RTM_UNIT_OPTIONS.HTS_TRACKING_LEVEL is set to S, However, in the System Options screen, the field HTS Tracking Level does not show the value of “Source”.

Steps to Reproduce

1.Have either 'M' or 'S' in system_options.hts_tracking_level and RTM_UNIT_OPTIONS.hts_tracking_level.
2. Open RMS application.
3. Go to Tasks -> Application Administration -> RTM.
