RIB Deployments Fail to Come Up With java.lang.NumberFormatException After Applying Latest Weblogic 10.3.6 PSU

Symptoms
After applying any latest Weblogic 10.3.6 PSU, RIB cannot be started. All deployments (eg rib-rms.ear, rib-rwms.ear, rib-sim.ear, rib-tafr.ear, rib-rpm.ear etc) remain in "PREPARED" state instead of in ACTIVE state.
Steps To Recreate:
1. Bring down RIB to perform quarterly refresh.
2. Apply latest Weblogic 10.3.6 PSU.
3. Try to bring up RIB application.
4. Below java.lang.NumberFormatException error in the managed server log:
