RIB Deployments Fail to Come Up With java.lang.NumberFormatException After Applying Weblogic 10.3.6 JUL or OCT 2017 PSU (Doc ID 2359287.1)

Symptoms

After applying Weblogic 10.3.6 JUL or OCT 2017 PSU, RIB cannot be started. All deployments (eg rib-rms.ear, rib-rwms.ear, rib-sim.ear, rib-tafr.ear, rib-rpm.ear etc) remain in "PREPARED" state instead of in ACTIVE state.

Steps To Recreate:
1. Bring down RIB to perform quarterly refresh.
2. Apply Weblogic 10.3.6 OCT 2017 PSU
3. Try to bring up RIB application.
4. Below java.lang.NumberFormatException error in the managed server log:
