Missing Error Message When Defining System Option "Stock Count Lockout Period" Value to 0 (zero)

When trying to change the Stock Count Lockout Period value to 0 from System Option, there is no error message informing you that the value should be equal or grater than 1.
The given error message is not specifying what is the issue.
Steps To Reproduce:
- Navigate to Task / Application Administration / System Options
- Identify the Inventory - Stock Counts - Stock Count Lockout Period indicator
- Changed the indicator to value 0 (zero) and save the change.
- Notice the JBO-29115 error message.
