Adding Calls Steps to Switch Plan from Training User is not Working Correctly

Adding calls steps to switch plan from training user is not working correctly. When adding multiple calls as a step, only some of the selected customers appear as steps and the header row is getting overwritten.
It is expected that a new step row is added for each customer that was selected in the Trouble Info display.
The issue can be reproduced with the following steps:
1. Log in as a training user
2. Create a new training switch plan.
3. Bring up the viewer to record calls.
4. From the control tool for a device with customers, select the calls button.
5. From the customer list, select the first 4 customers and save.
A dialog indicates that 4 calls were saved, but the training plan will only have the second 2 customers that you selected. The first 2 customers do not get included in the steps, and the Default header row seems to get overwritten.
