Cannot Add New Users To OPPM

Information in this document applies to any platform.
OPPM will not allow new users to be added to the system.
-Verified that all back-end components are working and all connections to the database are well established.
-Ensured that remote connections to the hosting server were not maxed out as detailed in Doc ID 1939391.
-Tried both solutions outlined in Doc ID 1939391
OPPM would allow for adding new users to the system.
