Job Status (Request Time, Submission Time, Etc) in OC does not match Server's Time

Symptoms
Issue occurs in Oracle Clinical : Job Status (Request Time, Submission Time, Etc) in OC-Submitted Batch Jobs does not match Server's Time.
For example : Client is in EST timezone and it is currently 15-Jan-2018 12:45 AM. Server is located on PST time and server time is 14-Jan-2018 21:45.
When running a job (for example Admin, Admin Reports, Reference Codelists), all of the Job Status timestamps read in OC - Submitted Batch Jobs displays 14-Jan-2018 16:45 which is local time -8 or server time -5.
When opening the report(Admin, Admin Reports, Reference Codelists), the timestamp is on the first page under Report Date and the correct server time of 21:45 is present.
