PROBLEM

WIP jobs are being pushed out into the future - several months
Current demand sees new planned orders created.
Maybe related to bug 25852770 for 12.2.5 and is not fixed in 12.2.6 until 12.2.6.3 (via 26575068)

STEPS
--------
Run plan
unconstrained plan
365 days / 26 wks
Reservation level - Project
Pegging - project / task
Apply Order modifiers - at hard pegging level
Use Common Supplies for Project Demands and Peg Supplies by Demand Priority.

EXPECTED BEHAVIOR
----------------------------
current wip jobs will be used to satisfy current demands and planned orders will be used for later demands.

BUSINESS IMPACT
----------------------
cannot use this plan output.
