Redundant rows added to swman_step table when clues are edited

Steps to recreate:
  Create an event by entering a call.
  The event log will contain an entry indicating that the Dispatch priority has been set, e.g.
  Dispatch priority set to 4H
  Edit clues on the event's call
  The event log will contain an entry recording that clues were edited, e.g.
  Clues updated from Out to Out-Bracket
  Two additional rows will appear in the event log:
    Dispatch priority set to
    Dispatch priority set to 4H

The dispatch priority did not change so these rows should not be written to swman_step (and therefore appear in the event log).

Also, if the editing of the clues changes the job from NON to OUT or vice versa, a row is added stating the work queue was changed when it did not, e.g. Work Queue changed from PSC, TD to
