IMD Seeder Error Before DC Effective Date

On : 2.1.0.3 version, Measurement
IMD Seeder Error before DC effective date
During IMD load, IMD Seeder Errors with the following message if IMD start date time is before DC effective date. "Measuring Component is not derivable from External Measuring Component Identifier. (11801, 10987)"
This issue doesn't occur in SP2 environments.
For more details, IMD start date time is before the DC effective date time, and IMD end date time is after the DC effective date time. SP2 environments accept this data, but not in SP3.
If IMD end date time is also before the DC effective date time, then it gives the same error in both SP2/SP3.
ERROR ----------------------- "Measuring Component is not derivable from External Measuring Component Identifier. (11801, 10987)"
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Create device, device configuration and measuring component. 2. Install device on a service point. 3. Attempt to upload IMD.
BUSINESS IMPACT ----------------------- The issue has the following business impact: Due to this issue, users cannot get upload IMD before DC effective date time.
