403 Forbidden with Invoking Command Using a Web Service

When attempting to invoke a command on the Oracle Network Management System (NMS) application through the http://<SERVER>:<PORT>/MessageBean/MessageBeanService we receive a 403 Forbidden error. The Weblogic (WLS) log shows that the request was received, but does not appear to recognized the user passed with the Basic Auth credentials, it instead says that "User " is not authorized. See the snip from the WL log below:

SEVERE: [EJB:010160]Security violation: User has insufficient permission to access EJB type=, application=cesejb#, module=cesejb.jar, ejb=MessageBean, method=sendHLM, methodInterface=ServiceEndpoint, signature={java.lang.String,com.splwg.oms.common.intersys.hlm.HLMessage,boolean}.
